Lets say we have to scale a 720p or any resolution video up or down to 360p – meaning we want to maintain video source aspect ratio. We can do this with ffmpeg with following command:
➜ ffmpeg -i Souce_720p.mp4 -vf scale=-1:360 Target_360p.mp4
-vf meaning video filter and scale -1:360 meaning maintain proportion of source frame with height set as 360pixels so 720p becomes 360p

You can use framerate and video codec parameters to bring the size down more.
you can also specify video bitrate option to get exact size that you intend to have. using “-vb” option
